Civil twilight brackets the day — the period when the sun is up to 6° below the horizon, light enough to see comfortably without artificial light. Solar noon is the moment the sun reaches its highest point and is rarely at exactly 12:00 because of how time zones average across longitude.

Calculations use the NOAA solar position algorithm and the standard synodic month approximation for the moon — precise to roughly the nearest minute for the sun and the nearest percent of illumination for the moon. No internet round-trip required.
